Issue descriptionChrome Version:69.0.3496.0 (Official Build) Revision 4225deb99f054d45a757dbecf0de9421c5e4d05e-refs/branch-heads/3496@{#1}(64-bit) OS: Windows(10). Precondition: Enable 'Enable network service' flag from chrome://flags Steps to reproduce: (1)Launch chrome ,on NTP Open cast from wrench menu. (2)Right Click on Cast icon in omnibox and select 'Report an Issue' option from context menu. (3)Observe. Actual: 'Report an issue' option in cast overlay does not work when network flag is enabled. Expected: 'Report an issue' option in cast overlay should work when network flag is enabled. Just to add some information: Did this work with Enable network service flag disable? Yes Above issue is Non-Regression broken in M-69 . Note: 1.Issue is not seen on Mac and Linux OS.

Thanks for the report. I was able to repro this on Linux 70.0.3501.0 on a fresh profile. It seems the issue is that component extensions cannot be downloaded if the "Enable network service" flag is enabled -- this can be confirmed by checking chrome://extensions with --show-component-extension-options enabled. It is also not unique to the Media Router component extension, as other extensions are also missing with the flag enabled. +mmenke@ from NetworkService to see if they know what's going on.
