Omnibox dismisses itself unnecessarily when moving the browser window or resizing top/left

Issue description

Chrome Version       : 69.0.3493.3

What steps will reproduce the problem?
1. Open the omnibox dropdown
2. Move the browser window, or resize the top or left edge

What is the expected result?

Omnibox stays open, but resizes/repositions itself to align with the location bar.


What happens instead of that?

Omnibox closes. Note it does _not_ close when resizing the right or bottom edges of the browser window.


I think fixing it would be straightforward -- see  https://crbug.com/862217#c2 

But question is: do we want to?


Note this is currently a regression on Mac versus the Cocoa browser window. Other views platforms have always behaved this way.
 
I asked pkasting about this recently and his response was: "It's been the case for a long time, because those two count as a window move, and we close on window moves.  I don't know how long, but years. Frankly I'd be OK with the popup closing on mouse down outside the popup, which would be even more aggressive." So he proposes the inverse of this suggestion (always closing instead of always keeping open).

For my part, I never noticed this discrepancy despite years of experiencing it, until doing some very specific testing recently. So I'm inclined to WontFix unless the fix is very simple.

I would really appreciate it, if the Omnibox-Popup never closes, when the window is moved or resized (like it is currently in Cocoa-Mode). Thanks :)
