css property :text-indent has a bug

Issue description
UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36
Steps to reproduce the problem:
1. text-indent: 10%, is wrong
2. e.g :
<style>
div{
border: 1px solid #000;
width: 600px;
text-indent: 10%;
}
p{
}
</style>
<div id="div">
aaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaa
<p id="p">bbbbbbbbbbbbbbbbbbbb</p>
</div>
3. if no p tag, text-indent is right. Or, it is wrong.

The value % is wrong

Thanks for filing the issue! @Reporter: As the test steps mentioned in comment#0 aren't very clear in order to try a repro from our end hence requesting you to please elaborate them or provide a sample test file(if any) along with the details about expected/actual behaviour, any further inputs from your end may help us to triage the issue in a better way.
