Saving image/files block Javascript interactions

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Go to twitter (or other sites)
2. save a picture to disk
3. you cant interact with the page (for example like, or zoom another image => JS) until image is finished saved to disk (appears in download bar as finished)

What is the expected behavior?
Still can interact with page. 

What went wrong?
Saving also is sometimes delayed (2-3 seconds). You cannot interact any JS ajax actions, until Chrome has saved the file to disk.

Right click into the page doesnt work too, until file is saved. The only thing working is scrolling.

Unable to reproduce the issue on Win-10 using chrome reported version #67.0.3396.99 and latest canary #70.0.3501.2.
Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to twitter.com
2. Saved a picture to disk.
3. Right clicked on the page and observed that the right click is working as expected.

makedir@ - Could you please check this issue on latest canary #70.0.3501.2 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

I think the issue is hard to reproduce. As I see it, it just happens, if the file you want to save is 1. small and 2. not reachable in a fast way (lag/latency/ 1-3 second timeout) and/or 3. your pc isnt fast enough. As I see it, Chrome opens a tmp file, writes to the file, closes file pointer to tmp film if the download is finished, then copies over tmp file to real file. The problem now is, if this all happens too quickly, you mostly wont notice the issue. But lets say, there is a little lag, maybe the internet connection has problems or is slow in that moment, it "holds back" Chrome in this moment, and Chrome freezes the UI until he is finished with one of the above-mentioned tasks. It seems the save/disk access isnt decoupled entirely from the UI and it comes to a short freezes.

Lets say you are on twitter timeline, and you want to save a lot of images, maybe 20-50. Then you go on. Click the image, save, ok, in the meanwhile, you go to next, scroll down, save next, scroll down maybe want to like in this moment. The more you do this, the higher the chance is, you will notice the issue. Doing just one save test wont mostly show the issue. The more files you save the higher the chance one of them shows the behavior. If you have super fast internet and a super fast PC, then you wont see it happen though I guess.
