MacViews: InitParams::Type::TYPE_MENU should use NSPopUpMenuWindowLevel

And perhaps also NSTornOffMenuWindowLevel for submenus -- https://developer.apple.com/documentation/appkit/nswindowlevel?changes=_8&language=objc

Otherwise a new/overlapping bubble could overlap a menu showing in some data races.

Currently this just applies to comboboxes, but earlier stuff like the attached could result in the omnibox when showing the textfield context menu.

Is there a good repro now that context menus are native?

If your reflexes are faster than mine, you might get the omnibox to do this with the Chrome app/hotdog menu or a bookmarks folder.

More likely is that you get a 'Do you want to save this password' or 'browser upgrade available' popup while navigating the bookmarks toolbar (or app menu).
