Video controls are positioned over sticky elements, even if the elements cover the video

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
1. Create a div
2. Set div.style.position to `sticky`
3. Create a video on the same page
4. Scroll to the video so that the div covers the video
5. The video is covered, but video cotnrols are visible

What is the expected behavior?
Video controls should be hidden as long as they are covered by the sticky element.

What went wrong?
Video controls stay visible. It works properly in Firefox.

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on 60.0.3072.0(M-60),reported version 67.0.3396.87 and latest chrome 69.0.3495.0 on Windows 10, Ubuntu 17.10 and Mac 10.13.5. This is a non-regression issue as it is observed from M60 old builds.

Hence, marking it as untriaged to get more inputs from dev team.
