Requesting keyboard shortcuts to adjust zoom level of docked magnifier for parity w/fullscreen magnifier

Issue description

Google Chrome	69.0.3473.0 (Official Build) dev (64-bit)
Firmware Version	Google_Lulu.6301.136.57

The fullscreen magnifier can have its magnification level adjusted via keystrokes per this documentation: https://support.google.com/chromebook/answer/6320705?hl=en

However, these don't apply to the docked magnifier. When the docked magnifier is on, Ctrl + Alt + Brightness up and Ctrl + Alt + Brightness down adjust the zoom level of the entire screen, not the inside of the docked magnifier. 

Thus, the docked magnifier magnification level can only be changed in settings right now.

+lpalmaro, what do you think of applying the keyboard shortcuts to the docked magnifier? Would we need a launch request for this?
For the docked magnifier, we also have Ctrl + Alt + (two finger scrolls).
Hey! No need for a launch bug here. These shortcuts Ctrl Alt Brightness up/down should work... We should make these work in the docked magnifier just as they do in the fullscreen. 
I already fixed this in https://chromium-review.googlesource.com/c/chromium/src/+/942052
