Broken "new tab" page: unexpected texts and slide switch are shown.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Press "Ctrl + T".

What is the expected behavior?

What went wrong?
* There is an unexpected slide switch at the top-left of the page.
* Also extra texts "Customize background Chrome wallpapers Daily refresh Done" are shown.

Did this work before? Yes Yesterday

Chrome version: 67.0.3396.99  Channel: stable
OS Version: 10.0
Flash Version: 

This issue seems to happen on any channel (stable, beta and canary) of chrome.

I've confirmed on the following versions:

* 69.0.3489.0(Official Build)canary (64 ビット)
* 68.0.3440.68 (Official Build) beta (64-bit)
* 67.0.3396.99 (Official Build) (64-bit)

This looks like it was introduced by a recent change on the server.
Affected by this on Version 67.0.3396.99 (Official Build) (64-bit) (Linux).

Unable to reproduce the issue on Win-10 and mac 10.13.3 using chrome reported version #67.0.3396.99 and latest canary #69.0.3495.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Pressed "Ctrl + T".
2. Did not observe slide switch at the top-left of the page or extra texts "Customize background Chrome wallpapers Daily refresh Done".

babatakao@ - Could you please check the issue on latest canary #69.0.3495.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

The issue once seemed to be fixed at 14:00 (JST), but it recurred 30 minutes later.

Unable to reproduce on my environment just now (15:00 JST). I suspect that the server is being updated or some rolling update mechanism affects the reproducibility.

Is this still an issue for anyone? It is still an issue for me, but I was wondering whether a fix had been introduced for anyone, and whether anyone knew when an update would be rolled out to Windows 10
@c22: can you try restarting your device?
Chrome seems to have updated itself, while open, and issue seems to have been resolved for me, for now!

For anyone still seeing this issue, because of potential caching you need to close your browser window for the fix to appear.
I just started up my computer and Chrome this morning and am only now seeing this.
Version 67.0.3396.99 (Official Build) (64-bit)

Still got this issue, running Version 67.0.3396.99 (Official Build) (64-bit). Any ETA and when it will be fixed?
Completely closed Chrome checked no processes were still running then open Chrome and the issues still persist. This should not have been closed.
lankymart@ and  franki23@: Could you please try clearing your cache? To do that, you need to go to chrome://history and click on "Clear browsing data". If you don't want to do that, the update will eventually make it down to you.

For the curious, the reason the fix doesn't always automatically apply is because of how service workers function.
