Opening up Notification sub-panel in system tray disables notifications |

Issue descriptionChrome Version : 69.0.3486.0 OS Version: 10866.1.0 What steps will reproduce the problem? 1. Open system tray 2. Click on [Notifications ▼] link What is the expected result? Notification panel opens where you can selectively decide what to turn off. What happens instead of that? Notification panel opens, all notifications disabled. Please provide any additional information below. Attach a screenshot if possible. > Notification panel opens, all notifications disabled. I just tried and found that "Do not disturb" is enabled, just by opening the Notifications sub-panel as shown below. My version: Google Chrome 69.0.3480.0 (Official Build) canary (64-bit)
