Opening up Notification sub-panel in system tray disables notifications

Issue description

Chrome Version       : 69.0.3486.0
OS Version: 10866.1.0

What steps will reproduce the problem?
1. Open system tray
2. Click on [Notifications ▼] link

What is the expected result?

Notification panel opens where you can selectively decide what to turn off.

What happens instead of that?

Notification panel opens, all notifications disabled.

I just tried and found that "Do not disturb" is enabled, just by opening the Notifications sub-panel as shown below. My version:

Google Chrome	69.0.3480.0 (Official Build) canary (64-bit)
