Chrome synced everything apart from passwords on signin

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
I had to upgrade chrome and it made me sign in again.
When I signed in it had synced everything apart from my passwords.
I went chrome://sync-internals and notices there was a merge conflict.
However there was no way for me retry syncing passwords.
It kept asking me to save passwords to sites for which I had saved passwords.

What is the expected behavior?
Passwords sync should work or it should tell me that password sync failed.

What went wrong?
I went to chrome://sync-internals and it showed me a merge conflict

However I was never given an option to retry or resync passwords.

Upon signing out of chrome and signing back in everything synced as expected.

Did this work before? N/A

Can you post a screenshot of chrome://sync-internals ?

Did you delete the passwords when you signed out of Chrome?

Hey,

Unfortunately I did not capture a screenshot.

I didn't delete any passwords.

The error that I saw was a merge error on chrome://sync-internals

Did you restart Chrome or just signed in/signed out to it?

I signed out and signed back in
Status: WontFix (was: Unconfirmed)
I think it's not the Keychain problem.
- on the first sign-in the password store picked the changes from the cloud and was applying them.
- Some error has happened, probably in the sync engine.
- On next sign-in there was nothing to merge so Sync succeeded.

Unfortunately, I can't follow-up as we don't know what error happened at the step 2. If you encounter it again, please take a screenshot.
