Cannot scroll in Network -> Preview if content is HTML

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Load a website
2. In Network tab, under "Name" column, click on a file that produces lengthy HTML output
3. From the tabs "Header", "Preview", etc. click on "Preview"
4. Try to scroll down through the content.

What is the expected behavior?
The content should be scrollable.

What went wrong?
Clicking on the scrollbar with the mouse and trying to drag the thing that scrolls a page does not work.  Using a mouse wheel to scroll does not either.  Arrow keys do not work either.

Did this work before? Yes uncertain
