Switch all tests to use scenic ozone platform

Currently tests use headless ozone platform. This is necessary because the SDK doesn't include scenic service in the system image. Also some unittests depend on an OpenGL implementation, which is not supported with scenic.

[Fuchsia] use scenic ozone platform by default.

Previously headless ozone platform was used on Fuchsia. Switched it to
scenic. content_unittests fail with scenic, so this change also adds
--ozone-platforms=headless flag in the unittests, until this issue
is resolved.
