[MdRefresh] Text selecting issue in the Omnibox, because we hide https://www.

Issue description

Chrome Version: 69.0.3495.0
OS: macOS, but probably OS=All

What steps will reproduce the problem?
(1) Enable #upcoming-ui-features
(2) Search for chrome in the Omnibox, so that a long URL appears in the Omnibox
(3) Take a look at the beginning of the URL
(4) You'll notice that https://www. is hidden now
(5) Now try to select a part of the URL

What is the expected result?
The selected part should be below the mouse cursor.


What happens instead?
The selected part is pushed to the right, because https://www. appears again in front of the URL


This is really annoying :(

We mucked with various things here, and I think the solution we have -- where at least what you selected is what you wanted to select -- is about as good as it gets.

Showing all the text on the first click/focus causes even bigger problems, and showing the text in all states was basically vetoed.

The upside is, at some future point, we can hopefully change the default behavior of text entered with no scheme (to be HTTPS instead of HTTP), and at that point, we can avoid bothering to re-show the scheme for HTTPS, the way we avoid reshowing it today for HTTP.  (We'll have to start reshowing it for HTTP at that point, but HTTP should be a tiny minority of usage at that point.)
