sysstat: failed to build with glibc 2.27

With glibc 2.27,
emerge-samus sysstat
ioconf.c:502:20: error: called object type 'unsigned int' is not a function or function pointer
                        dm_major = major(aux.st_rdev);
                                   ~~~~~^

sysstat: upgrade to sysstat-11.7.4

This pulls Gentoo upstream sysstat-11.7.4 to make
it builds with glibc 2.27.

TEST=emerge-samus sysstat with glibc 2.23 and 2.27
