user actions SelectToSpeak.StartSpeech and SelectToSpeak.CancelSpeech are not being logged by uma

They don't show up in histograms either -- have they ever been logged correctly?

Actually UserActions are not histograms, so it's no wonder they don't show up! They do show up in the Usage dashboard.
