Wire up Java/Guava task executors for Qwark

We should provide Executor/ThreadPoolExecutor compatible interfaces so that Qwark can inject it into code that is being loaded. This ensures all tasks in the process are scheduler and attributed consistently w.r.t. other Chrome work.
