Issue descriptionChrome Version: 69.0.3495.0 OS: MacOS 10.13.6 What steps will reproduce the problem? (1)Install chrome. (2)Navigate to mobile screen recording video in you tube(https://www.youtube.com/watch?v=cTaJpao1tLg) (3)Play the video in full screen What is the expected result? Video should be working as expected. What happens instead? Embedded which has mobile screen recordings are not playing properly Note: Mac specific issue. Not able to reproduce in Windows 10, Linux Debian Rodete. Able to reproduce the issue in Vimeo site video's also.

I cannot reproduce this but +dalecurtis as it's a portrait video and he is workin g on a bug with portrait videos.

Please navigate to about:gpu, print the result as a PDF, and attach it to this bug. I suspect this is an instance of issue 837762, where Apple's video APIs explode on some content on some machines.
