Regression: Weird two bubbles are seen while exiting fullscreen.

Issue descriptionChrome Version : 68.0.3440.68 (Official Build) d2ca6001e233a025f2e51e7b97ca8fade5cb6a18-refs/branch-heads/3440@{#710} 32/64 bit OS: Mac (10.12.6, 10.13.1, 10.14, 10.13.6) Pre-condition: Enabled 'Use Views browser windows instead of Cocoa.' flag from chrome://flags. What steps will reproduce the problem? (1) Launch chrome, navigate to https://permission.site/ page. (2) Click on Fullscreen button then click on Location (permission bubble appears) (3) Now exit fullscreen and observe bubble. Actual: Weird two bubbles is seen while exiting fullscreen. Expected: Bubble should seen properly while exiting fullscreen. This is a regression issue, broken in 'M68', below is bisect info: Good Build:68.0.3409.0(Revision: 553715) Bad Build: 68.0.3410.0(Revision: 554249) You are probably looking for a change made after 553897 (known good), but no later than 553898 (first known bad).
