Issue descriptionChrome Version: 69.0.3496 OS: Chrome OS What steps will reproduce the problem? (1) Have Active Directory device (2) Turn off pods on the signin screen (https://www.chromium.org/administrators/policy-list-3#DeviceShowUserNamesOnSignin) (3) Add a user on the device (4) Logout and plug out network. (5) Click Add User then on the network screen click "sign in as an existing user" What is the expected result? Offline gaia should be shown What happens instead? Active Directory login is shown.
