Chromad: Offline login does not work for Active Directory

Chrome Version: 69.0.3496
OS: Chrome OS

What steps will reproduce the problem?
(1) Have Active Directory device
(2) Turn off pods on the signin screen (https://www.chromium.org/administrators/policy-list-3#DeviceShowUserNamesOnSignin)
(3) Add a user on the device
(4) Logout and plug out network.
(5) Click Add User then on the network screen click "sign in as an existing user"

What is the expected result?
Offline gaia should be shown

What happens instead?
Active Directory login is shown.

Chromad: Show proper offline login when offline.

Shows offline Gaia to sign in as an existing user when there is no
network for Active Directory devices.

Verified fixed, offline Gaia login is shown when there is no
network for Active Directory devices (see screenshot).
