What steps will reproduce the problem?
(1) Open a page (e.g. wikipedia.com)
(2) Focus the omnibox and clear it (using the clear button)
(3) Tap again on the omnibox

What is the expected result?
The "Paste" option should be present in a black bubble.

What happens instead?
The "Paste" and the "Copy" options are both present. Taping "Copy" copies the URL of the loaded page.
