Findit is filing bugs for already reverted CLs

What is the bug or feature:
A Cl broke multiple downloads related tests. The first findit report was very helpful and I reverted the problematic CL. 

Findit then filed multiple other bugs for the same CL, which was already reverted.

Expected:
Maybe findit shouldn't file bugs for a CL that was already reverted and maybe findit doesn't have to file multiple bugs for the same CL? It could comment on the existing bug instead.

Thank you for reporting this issue to us!

I agree with you that if a CL has been reverted, Findit should not file bugs blaming the same CL.

For using the same bug for multiple flakes because Findit believes they are caused by the same CL, I think that's also a good idea to think about.

We will update this bug when we have a plan on a better process of filing bugs.
