Regression: Settings icon on Notification is missing in Ubertray

Chrome Version: 69.0.3493.0/10887.0.0 dev channel Minnie,Gnawty,Celes
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Have some notification with Settings icon (Eg: Playstore notification or File system for Windows notification)
(2)Click on ubertray and then on notification settings icon and observe settings icon is missing (Refer video)

Actual: Settings icon of Notifications is missing
Expected: Settigns icon should be seen on Notifications

This is a Regression issue as same is working fine in 69.0.3457.0/10784.0.0 dev

Note : Issue is not seen in Linux,Windows OS

Steps to reproduce:

1. Have a playstore notification. Click on Ubertray and then on settings icon on the playstore notification and observe
2. The settings icon on the Notification is missing. Please refer to the attached screencasts.

You are in settings so it's WAI that the settings icon is not shown.
