Add bottom padding to the NTP suggestions

What steps will reproduce the problem?
(1) Open a NTP
(2) Long press on a suggestion

What is the expected result?
There should be some padding between the favicon and the end of the ripple.

What happens instead?
The ripple is displayed right at the bottom of the favicon.
