What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and drag thumbnail and release to bookmark bar
2. Now press 'F6' twice and observe grey focus highlight on bookmarked icon
 
Actual: Grey focus highlight is not seen in proper shape
Expected: Grey focus highlight should be seen properly in circular shape

This is regression issue, broken in ‘M 69’ and below is the bisect info :
Good build: 69.0.3494.0  (Revision: 575514).
Bad build: 69.0.3495.0 (Revision: 575926).

You are probably looking for a change made after 575745 (known good), but no later than 575746 (first known bad).
