What steps will reproduce the problem?
1. Launch Chrome, open NTP and right click on bookmark bar then select 'Show Bookmarks bar' option.
2. Bring focus to 'Show Apps' and observe the spacing between focus highlight and the bottom border of bookmark bar.

Actual Result: Improper spacing is seen between focus highlight and bottom border of bookmark bar.
Expected Result: Proper spacing should be seen between focus highlight and bottom border of bookmark bar.

This is regression issue broken in ‘M-69’ and providing the bisect using per-revision bisect,
Good build: 69.0.3494.0(Revision: 575514)
Bad build : 69.0.3495.0(Revision: 575926)

You are probably looking for a change made after 575745 (known good), but no later than 575746 (first known bad).
