Credentials dropdown should take precedence over the password generation button on Android

In the current keyboard accessory UI paradigm, showing the password generation button always suppresses the credentials dropdown.

In the case where there are credentials saved for a site, the dropdown should take precedence over the generation button.

Thanks for reminding me about this!

crrev.com/c/1143392 changed the behavior to display the dropdown even if generation is offered. I think this is actually preferable to the solution suggested by this bug, so IMO this can be closed. 

nepper@: Feel free to reopen if you think we should tackle this differently.
