Cannot drag second right-most item into right-most folder on Bookmarks bar

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Create a bookmark in the bookmark bar
2. Add a folder to the bookmark bar
3. Attempt to drag the bookmark into the folder

What is the expected behavior?
I am able to drag the bookmark into the folder

What went wrong?
The folder jumps to either side, there is no cursor position where the bookmark can be dropped into the folder

Did this work before? No 

Chrome version: 67.0.3396.99  Channel: stable
OS Version: OS X 10.13.5
Flash Version: 

- If I attempt to drag one of the items on the left into the folder on the right, I experience the issue described in #804340 where the item must be dragged to the right before it can be dropped into the folder. It is specifically the second right-most element that will cause the folder to jump away from either side.
- I can successfully drag an item into the folder if I first drag it above or below the bookmark bar, and then vertically onto the folder

This was tested on a fresh user profile without any extensions, but happens to me 100% of the time in normal browsing as well.

Yes, I experience the exact same behaviour on 69.0.3495.0 (Official Build) canary (64-bit)
