Focus appears on 'Payment methods' instead of 'Addresses' in 'chrome://settings/'.

Issue descriptionChrome version : 69.0.3494.0 (Official Build) e91414c45bcdc6397f1a38faa0c826fbc47cd772-refs/branch-heads/3494@{#1} (32/64 bit) OS : Windows (7, 8, 8.1, 10), Mac (10.12.6, 10.13.1, 10.13.6, 10.14) & Linux (14.04 LTS) Steps to reproduce: 1. Launch chrome and navigate to 'chrome://settings/'. 2. Bring focus to 'Addresses' by pressing tab key. 3. Press 'Enter' so that user gets navigated to 'chrome://settings/autofill' and observe focus stays on back arrow (besides the text 'Addresses & payment methods'). 4. Again press Enter(user is navigated to 'chrome://settings/') and observe the focus. Actual Result: Focus appears on 'Payment methods' instead of 'Addresses'. Expected Result: Focus should appear on 'Addresses'. This is Non-Regression issue seen from ‘M-69’ build #69.0.3483.0(since Addresses & payment methods is introduced in chrome://settings from M-69) Kindly review the attached screen-cast . Thank You!

This is a known issue and temporary, since there is a plan to split the subpages to two different pages, as discussed at [1]. There is no (easy) way to fix the focus while both entry points lead to the same subpage. I second Demetrios here, this is not fixable for M69. We should fix this in M70, though.
