All downloads fail with Failed - Virus scan failed

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3494.0 Safari/537.36

Example URL:
http://www.pdf995.com/samples/pdf.pdf

Steps to reproduce the problem:
1. Try to download any files or Save as the link
2.

What is the expected behavior?
File should save

What went wrong?
Download fails with Failed - Virus scan failed

Did this work before? Yes Chrome Version 69.0.3486.0 (Official Build) dev (32-bit)

Chrome version: 69.0.3494.0  Channel: canary
OS Version: 10.0
Flash Version: 

Initially opened as  issue 863691  on earier version, then the problem disappeared on  Version 69.0.3493.1 (Official Build) canary-dcheck (32-bit) and now it's back!
 
Chrome Version 69.0.3493.3 (Official Build) dev (64-bit) works fine

Unable to reproduce the issue on chrome reported version using# 69.0.3494.0 using Windows-10 with steps mentioned below:
1) Launched chrome reported version and navigated to URL: http://www.pdf995.com/samples/pdf.pdf
2) Clicked on download, file got downloaded

@Reporter: Please find the attached screencast for your reference and provide your feedback on it. Could you please try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists.

Did that with Chrome Version 69.0.3495.0 (Official Build) canary (64-bit) BOTH with a new user AND in incognito window.
The error PERSISTS.

OK, I deleted the whole User Data directory and created it anew.
The problem disappeared.
I resynced my profile back from google and all's good now.

Status: WontFix (was: Unconfirmed)
Sounds like this was a transitory issue with the reporter's local state.
