Active service workers don't show in DevTools if they fail to fetch the page

Issue description

Chrome Version: 68
OS: Windows 10

What steps will reproduce the problem?
(1) Visit site with fetching service workers.
(2) Break site so that service worker fetch fails.
(3) Attempt to inspect the active service worker.

What is the expected result?

Should be able to see service workers registered for the URL scope in DevTools.

What happens instead?

No service workers listed.

Confirmed. Repro:
1. Load https://crbug864880.glitch.me/
2. Open console.
3. Try reloading.

The page load is set to fail 50% of the time, in those times you see that DevTools won't show the worker. When it succeeds, you see the worker.

Sounds like a DevTools bug. Assigning to dgozman for triage.

This would be hard to fix, because the error page is actually committing "chrome-error://chromewebdata/" url, not the one visible in omnibox.
