Dragging tabs takes a little too long |

Issue descriptionFeedback from a dogfooder: It feels like the time interval when you decide that I want to move a tab, instead of sliding aside to the incognito mode is a bit too long (I have to press a bit too long before I can move my tabs)

I think the current time is consistent with the long-press timeout used on menus, which is good and should be that way (if it isn't, then please make them consistent). It also feels like the long-press timeout is roughly the same as in other 1st party apps, leading me to believe it is a default/standard interval we are using, which is also good (would love some confirmation there). Assuming both my last statements are true, I think the best thing to do is to denote the state change visually. If we decide to tighten up the time interval, we should do so very carefully, as I would want to then tighten it up everywhere we use a long-press gesture.

The UIKit default for a long-press to trigger is 500ms, and we don't override it here (or, as far as I can tell, anywhere else). There's an open bug for better visual indication of the reorder state (https://bugs.chromium.org/p/chromium/issues/detail?id=804593), and it's something we're going to try to get in for the initial release.

Cool, thanks Mark. I say we keep the timing as is then, and see how things feel after issue 804593 lands.
