Bluetooth headphone turned off by itself

Issue description

Repro steps:

1. Start with blank headphone, Android phone, ChromeOS laptop
2. headphone with laptop, then pair headphone with phone
3. Make sure the last device you connected to is the phone (restarting the headphones auto connect with phone)
4. Restart headphones and wait for it pair with phone
5. Now try to also connect with laptop
if this works, repeat 4-5 a few times.

Confirmed to repro with:
Chromebook: HP Chromebook 13 (chell) Chrome OS 10575.58.0, Chrome 67.0.3396.99
Phone: iPhone 5
Bluetooth Headphones/Speakers: Foxconn GID6B / JBL Charge 2
