Browser frame doesn't initially paint as inactive when opened as a background window |

Issue descriptionOS:Win10 Repro steps: 1. Start Chrome 2. While starting Chrome, click on another window so it becomes active. Here Chrome spawns but is not the active window. Expected: Chrome should paint as inactive as it's not the active window. Actual: Chrome paints as active even though it doesn't receive keyboard input, so I think I'm typing into Chrome. Attaching screenshot, these two windows should not paint as active at the same time.

Not a regression, this reproduces with the old UI. It's probably worth fixing at some point though.

**UI mass Triage** Able to reproduce the issue on latest canary, but issue is seen from M-60(60.0.3112.0), hence considering this issue as Non-Regression. Note: Leaving this issue in Assigned status for further inputs from Dev. Thanks! |
