kbr@ filed a bug mentioning that there are a bunch of tests in chromedriver_py_tests are flaky, and they are likely of the same root cause, if so, I think this will be a great example and opportunity for Findit to learn to deal with flakes with the same root cause.

Basically, there are two ideas we can explore:
1. Identify flakes with the same root cause and group them together under the same flake and bug in Flake Detection.
2. Once detected, analyze them as a group instead of individual ones in Flake Analyzer, this can not only increase the chance and speed of finding culprits, but also saves computational resources.
