JAWS does not automatically read title of incognito window

Project Member Reported by lprazdnik@google.com, Jul 17

Issue description

Version 69.0.3493.0 (Official Build) canary (64-bit)
Version 69.0.3493.3 (Official Build) dev (64-bit)
JAWS Version 2018.1807.8 ILM
NVDA version 2018.2.1
Windows Version 1709 (OS Build 16299.547)

Steps:
# Launch JAWS
# Launch any of above versions of Chrome
# open incognito window (CTRL + Shift + N)
Expected: JAWS should announce the name of page, followed by “(incognito)”. Example: ‘New Tab - Google Chrome Dev (Incognito)’
Actual: JAWS announces the currently open tab only.
Notes:
Reproduces in Canary and Dev
Reproduces with JAWS, does not reproduce with NVDA
Pressing the report title command (JAWS key + T) does not announce incognito, unless focus is moved away from omnibox by pressing Tab.

ChromeVox will announce ‘New Tab - Google Chrome Dev (Incognito)’ upon loading. However, it doesn't announce it if something besides the NTP is loaded. Follow these steps:
# Launch ChromeVox with ctrl + alt + z
# Launch a new Incognito Window with ctrl + shift + n
# Load any webpage besides the NTP
# Use alt + tab to navigate to another Window
# USe alt + tab to navigate back to the Incognito window
Expected: announces incognito
Actual: does not add incognito to the utterance

If you feel this should be another bug, please feel free to split this off.

Friendly ping - any further updates on this one?
Sorry, not yet. I will try to increase it's priority in the next few weeks.
I've tried NVDA and it announces the new tab page as "New Tab - Goolge Chrome - Incognito", which should be the expected behavior.

But when I navigate to a page, it doesn't say incognito any more (e.g. "BBC Homepage document".

I will update after I install Jaws.
