What steps will reproduce the problem?
(1) Open Quick Settings from the bottom right of the screen
(2) Click the Gear icon at the top of the Quick Settings UI
(3) Observe: the Quick Settings UI has not been dismissed, and actually is in the foreground, above the Settings window.

Quick Settings UI should dismiss. It used to, but ever since this new dark and rounded UI rolled out (2-3 weeks ago?), it has regressed in this respect.
