LAPI: Temporarily disable fallback syntax

Issue description

For initial shipping of LAPIs, fallback syntax ("|y" part of "std:x|y") is disabled to avoid potential interoperability/spec issues around fallback syntax. Discussions about fallback syntax/mechanism are not yet finalized, and fallback syntax still might be changed.
