The idea here is that in addition to streaming the monitoring time series via ts_mon, it could be streamed to PubSub at a one-minute resolution.

This is undecided if we want to implement this but once the in-server backend work is done for ts_mon, the incremental cost in doing the feature to also stream via PubSub is minimal.
