Steps:

# Enable magnifier through Accessibility setting or by using either shortcut: search + ctrl + d for docked or search + ctrl + m for fullscreen. 
# Press keyboard shortcut to put focus on the Customize and Control Chrome menu: either alt + e or alt + f 
Expected: magnifier follows keyboard focus. An example of it following keyboard focus is moving around using ctrl + back button or ctrl + forward button 
Actual: focus remains with the mouse cursor, menu opens off screen
