Active sign-in window with animated user/public session avatar prevents device from sleeping

Issue description

ChromeOS version: 67.0.3396.99 
ChromeOS device model: fizz, guado
Case#: 16169815

Description:
Even if "Power management on sign-in screen" set to "Allow device to sleep/shut down", if active window is Public Kiosk prompt, device won't sleep. Just switching to any user login window allows same device to sleep


Steps to reproduce: 
1. Set "Power management on sign-in screen" set to "Allow device to sleep/shut down"
2. Add Public Session
3. Start device and wait for several minutes

Current Behavior / Reproduction: 
Device won't sleep at all

Expected Behavior: 
Device would sleep (turn screen off) after some period of time

vkhabarov@, what time in those logs corresponds to the time when the device was at the login screen?

By "won't sleep", do you mean that the screen stays on, or that the screen turns off but the device doesn't suspend?

Device was on from around 15:40 July 16 to 10:00 July 17.

Thanks. The screen stayed on overnight due to video activity (or some other form of continuous screen updates):

0716/141159: system booted
0716/143838: screen turned off for inactivity
0716/144057: screen turned back on for user activity
0716/144107: video activity started
0716/152632: user activity reported and video activity stopped
0716/153402: screen turned off for inactivity
0716/153526: screen turned back on for user activity
0716/153625: video activity started
0717/115215: user activity reported and video activity stopped

Is this visible onscreen? Could it be an animated background, or animated user images, or something similar?

@derat You're right, it was animated avatar. I set static jpeg to Public Session and it was able to sleep, likewise adding user with animated avatar and making his sign-in window active prevented device from sleeping. Changing title
Jacob, is it feasible to stop animating avatars after some period of inactivity?
Is this on the views login, ie, is there a button in the shelf that says "(TEMP) Show webui login"?

I'm not sure why animating avatars is causing this, since regular users also have animating avatars.

Okay; does this happen using views login? Views login is currently enabled on m69 dev.

M69 doesn't repro issue (yes, it shows webui login in the bottom). Is webui login scheduled for M69? Then I guess it may be marked as fixed.

Yes, views-login is currently scheduled for 69.

I'm going to mark wont-fix, since fixing this in webui is not worth the eng investment given the code is going away soon.
