Swarming: downlad inputs command is invalid when there's no isolated input

It passes -s but with no argument, which makes the command line invalid. This happens with recipe runs.

Summary: Swarming: downlad inputs command is invalid when there's no isolated input (was: Swarming: reproduce command is invalid when there's no isolated input)
There's two options:
- It should still provide a way to download the CIPD packages
- The command shouldn't be printed at all
