Issue descriptionChrome Version: 67.0.3396.99 OS: Windows Increase in user reports that tabs are duplicating upon startup. User reports on this topic consistently mention that they have a setting enabled to open specific pages upon startup. This may be a duplicate of: crbug.com/732527, however we saw an increase in reports in the past ~10 days. What happens? (User quotes below): "I have selected 'Open a certain page or a group of pages'. Each time I open Chrome, it adds to the pages, so if I open Chrome 3 times, the pages will open 3 times." "I have my settings set to open 3 pages on startup. Recently I have experienced a problem with Google opening a duplicate set of pages each time I close and start Google. For example normally when I start Google it opens the 3 pages, but if I close and open Google again I have 6 pages a duplicate of each of the 3. If I close and start Google a third time I have 9 pages, close and open again and have 12 pages and this continues to duplicate each time I close and open. I have uninstalled and re-installed Google, worked fine for a couple days then the problem started again." "keep getting multiple tabs opening, usually about 5 more tabs than I set which are duplicates of the original set, so I end up with 10 tabs. Sometimes it's more 15 or 20 tabs :-(" "On startup Chrome is opening duplicate sets of my default startup tabs - sometimes 2X, sometimes 3X or more."

Unable to reproduce the issue on win-10 using chrome reported version #67.0.3396.99 and latest canary #69.0.3494.0. Attached a screen cast for reference. Following are the steps followed to reproduce the issue. ------------ 1. Launched chrome with setting as "Open a certain page or a group of pages" which will open 3 different sites. 2. Closed/exited chrome. 3. Launched chrome again and observed that only 3 pages opened. 4. Repeated steps 2 and 3 and observed that every-time only 3 pages opened and did not duplicate. melodychu@ - Could you please check the issue on latest canary #69.0.3494.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not. This occurs occasionally for me. It's back today - let me know if there's any data I can collect that would be useful for debugging.
