What steps will reproduce the problem?

I failed to get an exact repro for this, and I've tried quite a bit. I notice this most often when dragging a tab into a tabstrip and then activating another tab. Occasionally the newly active tab flickers white and then immediately back to what it should be. It doesn't seem that the whole tabstrip is repainting white, just the newly active tab. It may be some animation is incorrectly stuck at some value. No idea.

This is new to the refresh, I never saw this behavior before.
