mac: omnibox loses initial key presses in new tab

Chrome Version: 69.0.3486.0
OS: 10.13.6

What steps will reproduce the problem?
(1) Create a new tab with cmd-t
(2) Start typing in the omnibox right away
(3) Look at what ended up in the omnibox

What is the expected result?
All the characters you typed at (2) should be there.

What happens instead?
Frequently, the first couple are missing.

Fixed with a revert at eef81e15511bebf37bb099901722da18bc987f00, which is 69.0.3491.0.

Unable to reproduce the issue on chrome reported version# 69.0.3486.0 using Mac 10.12.6 & 10.13.5 with steps mentioned below:
1) Launched chrome reported version and enabled #views-browser-windows in chrome://flags
2) Opened New Tab using Cmd+T and right away started typing in omnibox, able to se all characters in omnibox
