Increase spacing between tab left-edge and favicon

What is the expected result?
Add 3dp (total=12) to the left padding of a tab

What happens instead?
8dp

Marking this a P1 if it's a cheap grab for 69. If this is >2 days work, then we should demote priority

It's still the same dupe as it was when you filed this a few days ago :)

Don't worry, things ought to be closer soon!  The fix is in the CQ.
