2. Open a page such as www.reddit.com/r/worldnews/
3. Use VO+Cmd+L to navigate by link until reaching a link that is scrolled off

What happens:
The link is partly scrolled to, and is only partly visible

Expected:
Link is fully scrolled to and fully visible, not clipped by the window (we want Safari+VoiceOver behavior)
