[Mac] Gothic text does not render

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Visit https://got.wikipedia.org/wiki/%F0%90%8C%B2%F0%90%8C%BF%F0%90%8D%84%F0%90%8D%82%F0%90%8C%B0%F0%90%8C%B6%F0%90%8C%B3%F0%90%8C%B0 on macOS

What is the expected behavior?
Text renders, same as Firefox/Safari

What went wrong?
Tofu boxes are shown

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

It strikes me as very strange that Chrome cannot display Unicode correctly.
Components: -Blink Blink>Fonts
Status: Untriaged (was: Unconfirmed)
Works correctly on Linux but fails on Mac. Looks to be a font issue.
