Google One Bar on NTP: no focus indication for user account icon

Issue description

Google Chrome	69.0.3473.0 (Official Build) dev (64-bit)
Firmware Version	Google_Lulu.6301.136.57

Steps:
# Open NTP
# Navigate to the One Bar via tabbing 
# Note that as focus lands on each item, the color is slightly changed 
Expected: shadow around the user icon or other way of indicating focus
Actual: no difference when focus is present

Is this on the local NTP? We'd like to focus efforts for things like this on the local NTP, since we're migrating off remote.

To force the local NTP, set use-google-local-ntp to Enabled in chrome://flags.

Confirmed that this issue doesn't exist on the Local NTP (see attached screencast). 

Since the remote NTP is being deprecated, we won't work on addressing this issue there. I can leave this bug open until deprecation is complete, hopefully in the 71 / 72 timeframe, to help with tracking (or you can close it now, if you prefer).

Having reviewed this again, I think it's best to get this resolved directly with the OGB team, and have filed b/119636026.

Background: the version of the One Google Bar used on the Remote NTP is different from the one used on the Local NTP, and each have native handling for keyboard navigation. The Remote NTP uses the same version used on google.com, so any fix for this would fix the same issue that's present there.

Using exact steps above, it still repros in Google Chrome	72.0.3593.0 (Official Build) dev (64-bit)

The internal bug has been closed since this only applies for the older OGB on remote NTP. Feel free to close this as necessary!
