Issue descriptionChrome Version : 69.0.3494.0 (Official Build) e91414c45bcdc6397f1a38faa0c826fbc47cd772-refs/branch-heads/3494@{#1} 32/64 bit OS : Windows (7, 8, 8.1, 10), Linux (14.04 LTS), Mac(10.12.6, 10.13.1, 10.13.6, 10.14) Test URL : https://www.quirksmode.org/html5/tests/video.html What steps will reproduce the problem? 1. Launch chrome, navigate to above test URL and switch to 'Picture in Picture' mode from three-dot menu on video. 2. Exit from 'Picture in picture' mode, Click on secure chip in omnibox and navigate to 'site setting' page. 3. On Site setting page, reset the settings and reload the test url page. 4. After reload, again switch the video to 'Picture in Picture' mode and observe. Actual Result : Video frame is seen blank in 'Picture in Picture' mode after resetting the page settings. Expected Result : Video should play properly in 'Picture in Picture' mode even after resetting the page settings. This is a regression issue broken in ‘M-69’ and will soon update the bisect info: Good Build : 69.0.3487.0(Revision:573575) Bad Build : 69.0.3488.0(Revision:574034) You are probably looking for a change made after 573827 (known good), but no later than 573828 (first known bad).
