What steps will reproduce the problem?
1) Sign in to user(Ex:A account) -> logout -> sign in to another user(Ex:B account) -> Go to Uber tray -> click on user I'd and select 'Sign in to another user...' option for Multiple sign-in
2)Now in First user Open 'Camera' App or go to chrome://settings/changePicture -> select 'Take photo' option and observe camera screen is seen-> Click on Uber Tray and select Second User 
3)At Second User observe 'Camera is in Use' Icon is seen missing and also at Uber Tray 
(Please refer Video and Screenshot)
 
Expected: 'Camera is in Use' Icon should be seen at User Id and also at Uber Tray whenever Camera screen is opened
Actual: Instead 'Camera is in Use' Icon is seen missing at user id and also at Uber Tray

This is a Regression issue as issue is working fine in 69.0.3452/10773 dev-channel Reks
